Since the thread in Koichan expired long ago, I posted the picture there asking for details, here’s the reply courtesy of user Ralen
“The eyeball creature is called Backbeard, not Blackbeard. It’s a monster from the manga/anime series Gegege no Kitarou. Ages ago on 2chan, some user took a manga panel featuring Backbeard and photoshopped the text “このロリコンどもめ!” (’kono lolicon domome,’ or ‘you goddamn pedophiles’). It has since become a popular 2chan meme, and has spawned the creation of Backbeard-tan, which is just the eyeball monster incarnated as a little girl (like most of the 2chan -tan’s).”
